Level 1 developers only get the SDKs I believe.  Level 2 get the SDKs and
the various OSs (Windows/Dos, Win95 and NT) sent four times a year.  It's
about $500 a year.  In the July package was NT 3.51 and the technology
preview that gives NT a Win95 look.  Not too stable though.  Also, Win95
build 490 was there.

I'm actually amazed at how much info one gets!
